This is Banksia blechnifolia, possibly one of the easiest WA banksia ground covers to grow on the east coast.

The flowers sit on the ground with the leaves coming up vertically from orangey stems that run along the ground, when new they are covered in a soft pink velvet. This plant is happy in a well drained soil (but not too fussy) and quite likes to be in part shade. It looks great planted amongst ornamental grasses just make sure you don’t cover it up too much or you will miss those spectacular flowers.
